High 5 for being a fellow tricky kid!
Although tbh, my parents have never been all that strict so maybe i lose tricky kid points for that. My decision about rules myself is that i follow them as long as i see a good logical reason as to why i should follow them. As soon as the parents can't give me a reason i don't comply.
That never changes, even when you get older, there is always some rules or laws or regulations you are supposed to follow. Its all crap IMO, you have to use you best judgement to decide what to do and not to do, and you learn this when you are young and have parents over you.
Its all about education IMO, if you know and are aware of things and various dangers, and mainly common sense your okay. For instance, if you give some one on the street a cool sword to look at, the majority wouldnt run up to someone and stab them in the eye, because they know swords and knives are dangerous, can hurt, cut, and kill you. This applies to lasers as well, but the majority in this case is uneducated in the matter, and doesnt really know better, if the gov't would spend some money to educate the populace on safe laser usage, especially since the are so widespread nowadays, instead of just issuing a blanket ban, then people would be better off.
EDIT: And it seems there are alot of youngsters around here, but I belive thats because lasers are so fascinating and would appeal to kids, but the differance is, that the older people here are hobbyists and hardcore collectors, in a few years when the younger crowd grows up, the majority of them will not be interested in lasers as much as before, if at all.
