that ic3 is for cyber crimes this appears to be mail fraud which happens to be a federal crime. in federal crimes there are no deals and you serve 90% of the time you are given.

but because he is a minor and it is such a small amout, it is his parents that will be stuck.

Even if our info is off, don't forget that USPS and IC3 have databases, you will know who you are, all your info and where oyou live, even if we are off.
