It's not a garbage disposal nor a filter.

I would think using this too much in one day could keep a guy from getting it up, so it could have a contraceptive effect.

for size, yellowish object stuffed into the tube on the bottom left is an earplug.

Kookapeli got it. It's the heater/holding tank for a Keurig cofefe machine. (It died, and I took it apart for the water pump for a Halloween prop...
