One suggestion, maybe you can send them to a middleman who can both verify and take pictures for you. Since you are willing to use a middleman it would seem wise to do this.

Noone is going to send you money as a non-refundable gift when you can't even post a picture. Smells like a scam a mile away.

Paypal asks you what the payment is for, either business or personal (like money owed or gift). If it's a personal payment paypal doesn't charge fees, but it's also impossible to get back using the scam dispute system.
