What guarantee do you give for lasers being up to spec? And how will you handle cases where they are not? What routines do you have for testing this?

Atleast for my part it's fair that if you get "caught" selling an underspec laser, you should offer either to pay return shipment or doing a partial refund.

We do not have the adequate equipments to test output so we recommend you to thoroughly read about these and only buy them if you feel comfortable doing so.

We are always trying to supply perfect products to all our customers, however, frankly speaking, we as a retailer don't have such professional machine to test the accurate power, so we can't guarantee a 200mw laser pointer is an accurate 200mw laser pointer. And I'm pretty sure other companys can't guarantee either. Maybe it is 190MW,or even 180MW. But the factory have done test to make sure they are in high quality and promised power.
The most important thing is we have good customer service, that means, if the laser is not as good as your expecting, you can get a full refund, not a partial refund. But some proofs are needed.

This is good to hear. How would you proceed if I purchased a 200mW 532nm laser, test it with IR filter, conducting that it is (severely) underspec or having other defects and want a full refund?

Will I have to send the item back? If so; Will you pay for return shipment? Registered mail will cost around $20 back to China from Sweden. Unregistered/uninsured around $15.

If the lasers are actually good there would not be any problems. I am not saying that they aren't, actually I am really hoping that they are! But history serving from a lot of competing companies gives me an internal warning flag.

You seem really reasonable and forward in your posts. Which is a good start!
