I wouldn't suggest tearing open ANY Li-Ion cells. Do you know what happens when you do it wrong? They combust into flames or they explode. Li-Ion batteries get their power from a "divided chemical reaction" for lack of better terms. When you crack it open or even cut it for that matter, you are adjusting the chemical process and risking an explosion. The reason we say not to buy cheap cells is they are already at a HIGHER risk of this explosion WITHOUT even tampering with them. Why add the risk of tearing them apart? Its your hands, eyes and life so you can do what you want but don't come back here and complain if you got burned or bodily damage from opening them up.

BTW the shipping ban of Li-Ion has been on and off for the past year. They figure out one way to send them and then the shippers would shut that down, find a new way, shut down. They cause too many fires on flights, thus causing planes to crash.
