You either need to be trying to or very, very careless...sorta like a cigarette lighter is a fire hazard. I think the more important question to ask is are they an eye hazard...the answer is definitely yes....I would be much more concerned with eye safety than fire safety.
When these things are in a desktop laser like I have they are most certainly a fire hazard. The MI140 I have in a CPU heatsink has no duty cycle so it's not like your sitting there worrying that it's going to overheat like a handheld so you end up doing things you wouldn't normally do with a handheld like walking away from it for a second with it on.
