I doubt it. Seems to have too little Cr+3 in it to lase. Probably meant for faceting into jewelry.
It certainly seems a little pale, but why would the manufacturers go to all of the trouble of not only doping just the center of the rod, but also finishing a rough gem boule?
Also keep in mind that Cr³⁺ doped stones can look different under different lighting conditions.
 imperfections on the faces or in the rod itself could make it useless as a laser. Like paul said there is a chance it didn't meet laser specs and that's why it is being sold so cheap. Luckily it is cheap enough for experiments, but if you are wanting to build a ruby laser, the crystal itself usually is not the most expensive part of the project.
