You are simultaneously correct, and incorrect about PayPal. Once his account has a hold on it all he has to do is prove he sent the laser with a tracking number and he's done. Alternatively, he can also refund the Buyer and then he will also be done. Either resolution is just that, a RESOLUTION. In both cases his account becomes unlocked and he can go about his business. In both cases, he is providing some relief to buyers who feel wronged.
I noticed you didn't feel the need to address my comparison to your own shopping habits... so apparently it's acceptable for you to have expectations when you order something, but anyone else should eat whatever is handed to them?

A: When a dispute, claim, or chargeback is open, the funds will be held in the seller's account and will not be available for use. The seller can use these funds to issue a refund anytime during the dispute by using the Refund link in the Transaction Details page.
