Actually they were the good guys...

Video is in russian, and obviously not from the start, but what it looks like to me is dog attacked the people in the street/courtyard. Possibly the dog is owned by the woman.

The guy filming yells "Shoot it to hell" as the cop gets there, and "Done" when he thinks the car managed to run the dog over.

Given the reaction of the guy filming, I get the sense this was a repeat incident.

The big fail here, is whoever owned and raised that dog.
