I have done this before! ;D The best way to do it is by firmly securing it to a drill press and slowly lowering the drill into it to get a clean hole. Now, if you want the hole for an axiz module then use a 17/32 drill bit.

The few times that I've enlarged the hole in a washer, I think I just clamped one (very tightly!) in a vise-grip (locking pliers) and used my drill/step bit to enlarge it. Also, I've found a cordless impact driver better than a standard cordless drill, like this one, as it doesn't bind up while drilling and drills much faster.
EDIT: when I say clamp in vise grips, I mean clamp to one edge of the washer, NOT try to "hold" it by the edges with the pliers since you will likely not get a very good grip on it that way and it will likely bend if you put a lot of pressure on it.

For better grab, slit the side of a piece of pipe/tubing which fits the od of the washer. Place the washer in the pipe and clamp it with a vice to hold it. A bit extreme but it depends on your needs.
