Yes, that will gives most accurate results.
If someone with a scope is to test say 2 different boards, with different caps( 1 is the original) (2 is increased output cap(L+,GND) preferably X5R) or maybe more variations.
I think the startup spike can be eliminated with a bigger output cap value.
