Need help! I don't know whats wrong with my LM317!

Yes aluminum is conductive and could be shorying out the components.

Can the aluminuim be shortcutting my electronical components?

Maybe the terminals have some insulation?

Your wiring looks to be OK, if not shorting out the bottom resistor.

Here is an image of a 125ma circuit with the cap and a diode for static protection:

Maybe on the test load, you had the multimeter set to test current across the resistor (assuming an average DIY dummy load). If this is true, then that is your problem. You should test VOLTAGE across the resistor, where 1 mili-volt is roughly equivilent to 1 miliamp.
 
I dont think it was posted, but how many volts are you feeding the regulator to start with?
(whats the voltage of your battery or power source)
