I only see two black boxes, i suppose there should be graphs there or something?
As for ADC resolution: 16 bit would be plenty with scaling (6.5 watts in 0.1 mW steps) if you did use opamps to scale it. But if the 22 bit part is not much more expensive it can save you an opmap and some passives possibly compensating the cost and saving space as well.
The arduino's ADC's are low on resolution for a good meter, though it can be done using two them and a divider network. You would get ranges like on a multimeter, something like 0-1 watt in 1 mW steps and 10 mW steps beyond that up to 10 watts etc. As those analogreads are pretty slow i'm not overly sure it would be practical.
