It appears to be meant to flush-mount into a flat panel, with only that knurled portion on one end, the rest on the other side of the panel.

Is it some sort of electronic socket for mounting onto a control panel?

FP -- I've never seen anything like this But ---
I'm guessing that this is a 2 to 4 second delay
fuse for a large, 10"+, fireworks shell. With no size
reference, it's a guess.
