Note the felt polishing flap, and the indention underneath for keeping the antenna aligned. You can even see the topside port where you pour in the Mothers brand antenna polishing compound.
.....While i DO use Mother's on my MC this items has nothing to do with polish or antennas....
It is important to keep your car antenna polished properly. Otherwise, radio waves present in the atmosphere may induce currents in the antenna, which would interfere with its normal operation, which requires absolutely no currents or measurable voltage fluctuations, no matter how much RF energy is present.
Edit: regarding the screen, I now believe it is a bug screen. It might be something that mounts in front of the radiator of a jeep or truck or something, or it could be something for, like, a fold-down windshield, for to keep bugs out of your face while driving with no windshield (not that I've even seen that before...)
