If the tip won't take solder, then it won't solder! You can use a file or a scotchbrite pad to clean the tip to get 1-2 solder joints BUT you need to do them quick, the tip will oxidize very quickly after you scrape the coating off and then won't solder anymore. But, once again, you can clean it with the scotchbrite or file for another couple of quick joints. I've used some quality irons, and some dollar store stuff, each will get the job done, but you need a clean tip!
You can add solder to remove solder in some instances, if the tip is clean and the temperature is right you should be able to keep a ball of solder on the tip. When you pull the iron away (fairly slowly, no jerky stuff!) it will pull the ball of solder with it and leave only what is needed on the joint.
You should never really need to grind or cut any excess solder away, that can all be done with an iron.
