Yes at that current draw you should be getting 200mW out of that sucker.
I also bough one of these and it arived broken so when I had the time I made a device to set the tube in so I could push out the heatsink and driver which was not glued in but had a very tight fit holding it in, the only way to get it out is to push it out with the proper setup or cut the tube. so I took it apart and found that the input fet was blown. I removed the driver from the diode and powered the diode up with my lab supply, @ 40ma 4.87v it was putting out 5mW @ 60ma 5.24v it was only puttng out 20mW I took it only a little further and was not getting good results so I stopped there. this diode seems weak to me, I have another one on the way hope it works upon arival !

Meter probes were between battery and case....Is it just me, or does that seem a little high?

Update: I rec'd the new BR pointer, from the seller that the OP posted. All I have off so far is the end cap, and the lens assembly is completely different from the previous one I had. More disassembly and pics to follow...
 
The module in these are glued into the barrel, they use a aixiz acrylic type of lens. The pot gave me more mw but only like 10 more. the diode is pressed into a module that fits the pen snug. i destroyed the case getting it out but it is possible to it without destroying it, i just didnt have the necessary tools ( a vice large enough to place a long rod to push the module out far enough for it to come out).
 
I've got a decent vise here, I'll try to get it apart without destroying the host, but I dont have much faith in that happening. I wonder if some heat applied to the host would soften the adhesive enough to make it easier..Always seem to have trouble getting the stupid button out of the way.
 
i got mine tuesday (4 days ago) and im really satisfied with it...dunno if im lucky or not, but mine is really bright and i can easily see the beam...

i was thinking if the 5mw green he is selling is also overspec'ed as he has various br pens, and i believe he sells them all a bein 5mw, but according to price u get more or less power...im goin to order a green one, and if someone could do the same, and verify this, i think lots of people would appreciate...

(edit) 2 things...Couldnt order it, as my PayPal acc got "limited"...(hate paypal -.-) and the batteries that came with the br pen were the crappiest ones ever xD Jakarta Power haha they got my laser goin for 2 secs then died!! (edit)

I bought the green also last week will compare it with yours. Will post results when I get it

bought one of these and it arrived today since i dont have a power meter, I pointed it at my skin, health reasons aside, it did in fact sting my skin.

If most of them are really that much overspec, lets contact the seller directyl and GB' the crap outa them, yeah baby! 7€ for Host + Boost Driver + free PHR(?)Diode... thats madness!
 
i dont think you can use them as hosts... i think its kinda hard to get them apart...at least mine doesnt seem to be easily "open"
 
So the general concensus is that these BR pens are 30-50mw typically on the lower end of that range?
 
nah! id say around 50mW really...at least from the tests that were ran... And i maybe was lucky, i think i got one with longer wavelength than 405nm...
 
about how long did shipping take from that seller?
i had ordered one but i guess during shipping some got looses and shorted it out.
also, the end cap is screwed into the whole laser assembly.
