I have some of these cells and they came in at 3.5 - 3.7 volts (i got 4 of them)
I am soon getting a Nitecore Intellicharger i4, but for the time being, i only have the classic cheap chinese charger. Like this: Rechargeable Single Slot Li ion Battery Charger for 26650 18650 18350 14500 | eBay
Anyways, i have the flat top, unprotected NCR18650Bs. Can i charge them with this charger or is it unsafe. Do these chargers cut off at 4.2 volts?
I have unprotected 32600s i charge with this charger and they come out at 4.1 volts usually

If you have checked the charger AND the cells come out @ 4.1 VDC,
then the charger should be fine to charge the 18650 cells.
On a 1st charge, I would charge 3-4 hours and check the voltage.
It should be 4.2 VDC for full charge.
4.25 VDC is the MAX fior this cell.
Everybody working with lithium ion cells should have a digital voltmeter to check voltage.
(even a Harbor Freight low cost meter is OK)
These cells have passed the stringent UL1642 testing for safety.
