It can handle up to about 570mA according to this site, and you'll only be pumping in at most 450mA into a red laser.

is that a good thing or a bad thing

Basically it's a board with a grid of holes that can grip wires pushed into them.  Holes on the same row conduct electricity with each other, so it provides an easy way to connect components.  A breadboard looks like this:

So you could connect a capacitor between row 1 and 2 , and then a resistor between 2 and 3, and it would be equivalent to something like:

Because the resistor is conducting with the lower wire of the capacitor via row 2 of the breadboard.

alright ima put it together and show you guys later thanks

btw i dun think my housing is coming for a while, maybe next week or the week after

is it possible to run it without the housing? it will damage my diode

It's possible, but it is also pointless. It won't be a laser beam, it will be a huge spot (like a flashlight).

I think for breadboards you just shove the wires or components in, which makes them easy to use I think the first side is solderable to

here is what i did so far, as spyder said, i must connect my stuff every other two holes, so im having trouble putting my lm317 into the board, i guess ill just solder it off to the side or something but anyways...

here is what i did so far, wondering if i did it correctly

btw the negative and postive must go on different rows right?

and does this whole row all interact with each other, like a bread board? except a two hole

That thing is called a perf board. The metal has to connect where it's going to conduct. I like having the metal on the bottom side so I can solder things without the components on top getting in the way.

No, it looks like each hole only connects up to the hole next to it.
