A perma ban should only be reserved for someone going around and intentionally wrecking things. For example, an advertising spammer. Or a deliberate flamer who jacks threads.
Wes didn't intentionally go and wreck forum life. You may disagree, but it's true, he stuck to his own little threads and didn't cause much of a problem beyond that. Only 3-4 threads in grand total were messed up by him, and they were made by him too, so it wasn't a thread jack and isn't a major problem on wider forum life.
Just his attitude and methodologies clashed with other peoples and it resulted in large arguments and problems in those specific threads he made. Ban material, but not perma ban material.
I've dealt with countless individuals like wes on my own forums, it isn't uncommon. As long as you keep an eye on them and step in well before things get out of control then they can exist peacefully in forum life.
Though, an issue here is that there is no mods to do that. In a moderated forum, if you follow those guidelines people like wes can easily be managed and kept under control. But as these forums have no moderators, that isn't possible. Thus the only real option is a perma ban, but normally it shouldn't come to that.

Mods stop flame threads like that getting out of control. And because they are stopped early, there isn't the bitterness and hate that comes from it. That's why mods are an integral part of the forum community, not just to move threads and delete spam, but to keep us from getting to a point where we are ready to organise an international fist fight.
But since things DID get out of control, we've created a monster. I pity the forums where he takes residence on next
