that was James May indeed he also host some kind of show where they show some high tech devices, i forgot the name of the show but i think this was a clip from that show

i remember watching a episode where they focused sunbeams with some high tech mirrors making some sort of laser out of it it seemed , they burned trough a steel plate with it was pretty cool

It was from a BBC one off special called, "James May On The Moon", made to commemorate the first Apollo moon landings. It was a great watch!
