Why on Earth would you need an HR and OC for 400-700nm??
The only lines for HeNe are 543.5 - 652.5 (not considering IR).
On top of that, you need a different gas fill for 543.5, so from one tube, you're looking at 594.1 - 652.5nm. There is no need for anything beyond 543.5.
Also, may be possible for you to test them without the male connectors.
Solder a pin of some sort on the ends of the wires, like a paperclip or something. Or just wrap the wire around the clip, and stick them into the female alden. Just don't be rough with it. Also, make sure you don't create a short, and electrical tape/heatshrink your connections. Don't need to short out the PSU!
One thing to note, see the dark stripes down the bore of the tube? Those HeNes have seen quite a lot of use.
