Ok, I just hooked these up to my test load and did some testing.
2 x 18650s pulls about 2A on high
High: 2.25A
Medium: 1.87A
Low: 340 mA
PWM is audible, can't tell if it will flicker when connected to an LED.
I'll try again later with 3 x 18650s

I forgot to add, I tested these with using an approximate voltage drop that 3 XM-L LEDs in series would drop. ~ 9.4V

Ok, new testing data (fresh cells):
Using 2 18650s it pulls 3.6 A on high from the cells
High: 2.28 A
Med: 1.23 A
Low: 361 mA
Using 3 18650s it pulls 3 A on high from the cells
High: 2.64 A
Med: 1.41 A
Low: 426 mA
Driver gets hot pretty fast and over heat protection kicks in after 10 seconds on High. Needs to be heat sinked for longer duty on high.
