why dont work with 18650? its dont hit 0.3W with 18650?

The driver requires a minimum of about 5.7V to provide enough power to the diode for full optical output. A single 18650 only produces 4.2V. The fact that it works at all with a single 18650 is like a free bonus 2nd mode.
The single 18650 must be fully charged to work in this 100-300mW output mode.
