Yeah... I think this was an example used in a program to develop lasers to kill off mosquitos to get rid of malaria once and for all. I am pretty sure it's real too.

i believe this was the test run of the anti mosquito fence that Intellectual Ventures build a year or two ago

it uses a Graphic card based targeting system coupled with a high powered infrared laser (808nm) to zap mosquitoes

It's pretty crazy. Here is a dude on stage talking about it. They demonstrate it on stage using a green laser, but you can see the video where they got your .gif from toward the end of the presentation.
