The exposure time doesn't look to long, considering the blur. I'd say 1/8th sec to 1/2 sec.

Also, the lasers are moving. Either that or the beam in the top right has extremely bad mode-hopping problems.

Mode-hop give more beam ^^ its rather cool

Mode hop also gives less power and uglier beam specs (Burning power )

From the looks of it, could be a chrystal ball effect. With that amount of smoke 5mW is easily seen.

Its hard to tell from a picture if this was a dangerous situation or not. With a good amount of smoke/fog, low ambient light and a sensitive camera you can get a picture like that within safe conditions.

Some consider crowd scanning inherently dangerous, but i'd say it could be a safe practice if well thought over.

Laserfail, although, it could be a reflection off of that disco ball, or something on the floor.

That's not the only one, look at the laser on the shoulder of the guy closest to the camera (vertically striped shirt). The high up laser fail looks like it bounced off of a bottle or glass hanging above the bar.
