73C on liquid is fucking ridiculous !!
what sort of voltage are you running at for that overclock? you should only need 1.4 - 1.45v max for that, and 70degrees should only be hit when 100% prime95 testing, not every day use !!!

that is insanely hot for a non stress tested result at 4.7ghz.. what voltage is the cpu running at ?
Not 100% correct. if he has his case setup where the RAD is is the only exit for air, more fans will make more air flow through the rad due to higher pressure within the casefans in a closed water loop wont do anything to your cpu temp unless you are changing your rad fans
