Nope, its not for beveling and nothing related to welding.

EDIT/hint: It *can* be used to bevel a hole, although thats not what it was designed for (big hint right there)

Milling carbide plate ..... as alternative, carbide (widia) cutting tool for take away the "cutting edge" from a hole in the metal (Here is "svasatore", but i don't know the right word in English)

Close enough.

Its a 3" boring bit used for drillpresses/milling machines for when you need to bore out large holes through thick metal. Biggest Ive seen in person was over 12" wide... not your average hobbyist machines though, those are monsters.

Any chance of a clue? is it part of something or is it a standalone device?
 
Ill give a better clue if people cant guess it since it would be too easy, it is used to remove something. Its a tool.
