Its a self-sealing stem bolt... no idea how you use it to prepare food, but then again, noone knows what they are actually for anyway.
 
For french food... a frog skull-mangler so you can then cut their legs off? A snail shell-cracker?

Idk why, this object makes me think violent thoughts.

Also thought it was a pestel (as in mortar/pestel tool set), but it look too flat, at the sides, and they usually are rounds .....

(i also had a weird idea it was a pass/not pass caliper used in porn industry ..... er, no, no, nevermind :p)

nope, the disk shaped object is immaterial, its the yellow object thats of interest.
