That's got to be some sort of electronic control unit for an aerial vehicle or powerplant. I would say it's sealed like that to due to atmospheric coniditons or to keep something inside from leaking out. That outer line is probably used for cooling.

That's a lot of cannon plugs on that thing. I'd hade to be the one doing the safety wire on all of them.
