Yes, is a tool, but that is a bit too much generic, you don't think ? :D

This is a VERY specific tool, and no, the shape is not for reach hard-to-reach areas, it's used, normally, with a lot of space around :eg:

Its for use in space..thats much is obvious...is it for winding out solar sails?

No, sorry, it's used strictly here on the earth :D

Additional "help" : it's normally used from one person, but this person is always assisted, when he/she use it :p
EDIT: also, is electric, not pneumatic as it can appear at first sight :D

Haha, something I've learned after working for years repairing machines in hospitals and see many tools of torture,
like this one in particular that is used to cut bones ;)

The top and bottom parts look like connectors for pipes. A wild guess would be that it's involved in regulating rate of gas flow... maybe something used in anaesthetics?

Haha, yes, as I said that I worked in hospitals, but this does not mean that
what I put here has necessarily to do with this type of environment :D
