Discharging a photoflash (the external type) straight into someones face isn't a very safe idea either by the way!

Why not ? They are design to provide flashlight to take a photograph of the subject. And if the subject is a person ?
You are saying all those Canon and Nikon speedflashes are not safe to use in order to take a picture of the people. There are millions of them sold on the world and if they are dangerous we would be knowing by now.

It would be awesome to see one of these in person. I'm gonna mention it to the sheriff next time he stops by the station. It would be good for raiding these meth labs as well. Missouri is the meth capital of the united states last time i checked.
