It's just a time tunnel effect, that can be mounted on the front of a laser. The laser beam travels out of the aperture a few inches, hits a mirror, then bounces back and then hits a spinning mirror and goes off into the original direction:

on rog's site there's a nice tutorial. on making a liquid sky projector, which can easily be transformed into a tunnel projector. BUT, making a "head" for a laser that includes all the motors and mirrors, sounds difficult to me xD
