This seems a bit far fetched IMO. We still might eventually see some regulations about outside usage though if people keep doing idiotic stuff.I think it will most likely be a complete ban to even own these devices. When I think about the expense and commitment of starting a licensing program, then at the ease of simply banning the ownership of such devices, I see the government taking the easy road.
I think the endgame will eventually be:
A felony to own or possess any 100mW or greater laser
A felony/fine for selling any such device within the USA
Illegal to harvest diodes from projectors and illegal to sell diodes by any private citizen for hobby use.
Think it's far fetched? I thought I would never see the day when the government was allowed to fondle your kids as long as they had a TSA uniform on to. I also thought I would never see the day when a government could force you to buy health insurance, or tell you what you could or could not eat because of the health risks....that day is on the horizon, and so is laser regulation.
Whether it be throwing bricks off the overpass, shining lasers on planes or starting fires. Should we ban matches? One match can burn a forest to the ground and cause millions in damage if used irresponsibly?

Take my F.P.V. outfit, for those who don't know there is a new type of radio control flying that employs a camera and a transmitter on a radio control airplane than sends a video/audio feed to the pilot who is flying the plane in a "First person View". Basically it's a civilian U.A.V. Let me tell you when the powers that be found out about what we were doing ...WOAHHHHHHHHHHHH!!!! We can't have you guys doing things like that! BAN BAN BAN...and that's exactly what they are trying to do. Lasers will be no different once they are(and they will be) in the limelight. All it takes is a little national attention to get the ball rolling.

I was referring to the hobby UAV's not lasers. Btw the same things apply to massively powerful HID flashlights.All these Things Are Wrong and Should not be Done, But could be
You could use it in a car chase at the cops chasing you,
You could use it running from the police and/or helicopter
You can shine it at police and Government aircraft
You could shine it out your car at other drivers (like many seem to be doing)-Idiots
