Drivers' licenses should be issued by the insurer backing you. There are many instances of government issuing DLs to repeat drunk offenders and the government has no liability. GET gov't out of that. All they want is the revenue and no responsibility. That is crap.

Now that I think about it, that makes sense... considering you're required to have insurance anyway. I suppose the only danger is if one insurance company managed to get a monopoly and decided to screw innocent people over by removing their license privileges.

However, the 5mW restriction is sensible. 5mW would all you need in a pointer. 5mW of green is plenty of visibility.
