I think the reason that civilian ships don't carry firearms (or at least they aren't supposed to) is that there is some sort of international law forbidding such ships to be armed, at least in some areas and situations. Also, most corporations that own cargo ships won't allow it, probably some sort of liability thing, who knows.
Which is stupid - then only the pirates will be armed.
As for the Active Denial system, apparently one of these devices has been purchased by a private shipping company, though the manufacturer hasn't disclosed the name of that company. So there may be a container ship out there with one of those things on board, but that system is far more expensive than this RGB laser, and doesn't have as much range either (the "civilian" version of it).

Unfortunately, it's a characteristic of HP halide lamps, cannot be changed.
But as alternative (but the cost is much more high) can be used a sea light lamp (how do you call them, the towers that signal dangers on the coasts ?) ..... BIG xenon continuous arc lapms, turns on in few seconds, and light like the sun
I saw one the U.S. Military is using to intimidate the enemy, and dazzle targets. It has a rangefinder so you don't blind who you're pointing at though.
