Blu-ray is known to be one of the best burning wavelengths. It would burn better than a 200mW green laser.
Thats really all I want to know is that if it is a 200mW laser or just says it is but is really less.
There's really no way to know until someone buys one and meters it.
Then I suggest you to buy a build one yourself or to buy a built unit from someone here. A GGW built will be up to 200$+, but it's your best option for that kind of laser.

I suggest you get your eyes checked by a professional and purchase
a pair of Laser Safety Goggles... BEFORE you get any Laser of that
power range so that you don't damage your eyes any further....
