Not working

I have Thor Ultra and that works with the cord but when I use it off the cord with my batteries it doesn’t work I got the batteries in the smoke shop it worked at first but then all of a sudden stopped working with the batteries you guys think it’s the batteries or what

Are they flat-top batteries?

I just bought brand new ones and it turns on when it’s on the cord wall charger it blinks green but when I press the power button it turns off and the new batteries don’t work either
