where could i get a cheap case with a handle maybe a lock thats about 13x13x4

Big electric whole salers are a great place to look for cases. Flight cases are really nice, but expensive.

any drill will do aluminum is not very hard to drill at all!

just buy a nice little drill from anywhere and some nice drill bits and you will be more than fine.

Two words --- Plasma cutter.

Plasma is a little harsh on the material... CNC, Flowjet or laser ;D would work nicely

depending on how thick it is you can use a hack saw or a simple jigsaw.

or even a dremel if its thin.
