and they are using this against the Somalian pirates and the U.S. Army uses this too.

I wonder how it works?

With Laser Safety Goggles on the now weak pulse emitter would give
you a place to aim...

I think this is only laser based for the needs of range and directionality.

There's been lots of work done on headache and nausea inducing strobes with non-coherent LED's as well.
