I can tell you now that there is no single diode 445nm laser capable of burning white paper at infinite focus without optics that could allow the collimated beam to be a significantly smaller diameter. I do not know of any way to do this without making the laser significantly larger and or drastically more costly.
The charger you linked to will work fine.
The driver that these lasers use is called a buck driver that is intended to control current. In the act of doing this it reduces the voltage being drawn down to around 5V given to the diode give or take. Now taking into account that the driver requires some voltage itself the laser would run at max output right up until the voltage of the batteries is bordering damagingly low levels. On a side note, I do not test the max output of my lasers with less that full batteries, that wouldn't make much sense.
UPDATE:
The next batch should be completed some time mid week this week. For this round I will have only two Flash Freeze hosts and the rest will be Back Ice. Until my Flash Freeze hosts are gone buyers will be able to choose the host they want to go with the outputs I list.
