point being that at 1000mw you do not need a tec. i am making a scanner and passive cooling will be more than adequate.

BUT i understand this is how you want it. so good luck.

Where does the aixiz module temperature settle down at those currents?

40F? Below room temperature? Did you mean Celcius? 40C is the normal operating temperature for those diodes anyway.

40F is very possible with a TEC, I don't see it with the TEC only pulling 1.6A though...

Its a design choice really.

Most people opt to use TEC to keep the diode at or slightly below room temperature... but it could be used to cool a diode far below if you take precautions against condensation/frost and such.
