They was suggested, but not absolutely obligatory, in these years, if you was not working in a power substation or similar (assuming that you are talking about devices or locks that make phisically impossible to turn the main switch on).
Now, there is the indication to lock the switch in off position, where is possible, but almost 30 years ago, the laws about safety was different, and really more "lack" (bad laws) ..... anyway, i was still an apprentice, those years, and this is one of the things that teached me to always exagerate with cautions.
