At least around 50mW of focused light.

You can use a magnifing lens to make it work too.

It's just so lame having to use a magnifying lens to pop something as mundane as a balloon with a laser. Might as well just use sunlight.

Well you can probably reliably light matches and pop balloons with 100mW of power, I can pop balloons with 53mW of light unfocused but it has a really small (initial) beam diameter, soooo...
