I am confused by your post. First you say it is rigged for the seller, then at the end, you say buyers. ??
I think ebay is rigged towards the buyer. The seller has to take so much crap it really isnt worth trying to sell stuff there. The sellers are responsible for the item they sell all the way until it gets into the buyers hand. If the buyer doesnt receive it (or even if they do, as in scammers) all they have to do is file a report with ebay/paypal and BOOM! the money is removed from the sellers account. The buyer only has to complain and they get their money back. The seller is left with nothing. It is up to the seller to insure their stuff, but if you have ever had to deal with post office insurance claims, you will think again before shipping anything of value thru them. It is laughable when sellers claim in big bold type I WILL NOT BE RESPONSIBLE FOR LOSS OR whatever. That is so far from the truth. They ARE responsible for everything.
I wont even go into the ridiculous fee structure ebay pigs have set up or the fact that they (ebay) collects double fees because they own paypal. That is just not right, IMO.
Back when ebay started, it was a lot of fun and you could make some decent money selling stuff you had laying around the house. Those days are long gone. The sellers live in fear of the dreaded negative feedback which buyers are free to leave, but sellers arent. Trying to get feedback removed is about as easy as it would be for a man to have a baby. It isn't fair by any stretch of the imagination.
I hated it when they started shielding buyers id's from others to see, when they shortened the amount of history purchase time available to check and lots of other 'improvements' they have made. It is a scammers paradise. Dont buy any 'name' brand things because the chances are very good it is a knock off from China. It doesnt do much good to report obvious scams either.
Ebay has a lock on the online auction but it is fading fast. Sellers are fed up and are closing their stores and getting out of dodge. Ebay became too big for its britches and got greedy. I wish they would go broke.
There is a way to check anyones past feed back for any negatives, even if it was a long long time ago. Go here
Negative/Neutral Feedback and type in any users id. click on the 'allow 1000' and 'false positives' too. It dredges up stuff from when ebay started. Pretty useful.
