How do I get this thing to work?

Just jump the gray and green wires ( power good and power on ) thats how I've always done it.

Pin 8 and 16 should also work, but I think it just serves the same function anyway ;)
 
your PSU must've not been a standard ATX supply then, I think some older kinds had strange wiring/colors on the connections.
