At least he appears to have his eyes closed. It is probably enough to protect him from a 5~50mW green laser. Nevertheless he is clearly an idiot!
 
I cringe just watching that. Reminds me of some idiots at my high school that once had a contest to see who could stare into a laser pointer the longest. Fortunately this was many years ago and they only had those cheap 5mW reds, but still very stupid and dangerous. :(

30mw may not seem like much but at arms reach, plus your eye has a strong lens and the fovea is so small, he could hurt his sight, hopefully not, but if that was a supposed 5mw purple that was really doing 75mw as some do......wow, he could really do damage.
