yeah i'm sure it will be expensive...but copper PCBs aren't very common so it might be a while until you find anything else. Honestly, I just reflowed my first led this week (made a nichia 219 drop in for another l2p..think i am becoming a tint snob) and it wasn't hard at all. just position it right on the star and put a soldering iron on the back until it reflows. you can find neutral xm-l2s on mouser and is:

and the copper sinkpads that blord linked might be your best (cheapest) bet.
edit: just realized those are 20mm boards. maybe the german site is your best bet if it has to be copper :\
