Yeah, it sounds like a gas fill problem.
My copper box also needs 12v.  I give it 12v @ 900mA and it works great. I once tried running it off a 9v battery and it worked for about 5 seconds but then started 'pulsing' because the battery couldn't keep up.

try two or more in parallel. Even the tiny HeNe pointers I've seen take two 9V batteries.
How small?

5" or so. I'm currently building a HeNe pointer powered by two 9v batteries. Super cool!!!

My copper box for my 1 mw He-Ne also runs on 12v. Avoid the fat red HV wire if you don't want to get bitten! Does your copper box have three small wires coming out, black, red, and yellow? On mine, I connect the red and yellow together to + , black to - to run it. No pulsed operation for me, either. Really hope it's your switch or a connection, not a bad tube.

yeah it has a yellow, red and black.I shorted the switch and still pulsed. Try lowering you volts to 9 and see what happens.
